Is there any possibility for quick flow to dynamically read value from quick app configuration values ?

As to my knowledge, there isn’t a dedicated “read from app config” step. Flows and Apps are separate features.
As a workaround, I would try storing your configuration values in a document or file within a Space (like a JSON or CSV file with your config key-value pairs). Then in your Flow, use a “Quick data” step to read those values from the Space. When your App needs to update the config, have it write to that same Space. This way both the App and the Flow are reading from a shared location.
